When using a black light, and a small spot appears to be a touch up, check to see if the varnish is missing. The varnish provides a layer that will glow differently than if it is missing. Many collectors see the spot and say touch up. It's a common error.
Charmer paint is tricky. Many Charmers have "alligatoring" to the paint/varnish, giving them a repainted appearance. Repainting a Charmer would be extremely difficult in my opinion, even with today's experienced painters. Look closely at the bait for age.
