Help identify this lure? Prototype/folk art

Field find in N. Ohio. 3-4 baits with similar/same hardware, design, and features. These baits all have very obvious aging/patina but I am not familiar with them. Are these an early prototype, design or just old folkart?

They look similar to Lockhart but I am not educated on Lockhart baits or history.

Any help or insight is appreciated!
